While traditional group health insurance has been a mainstay for employers and their benefits consultants for decades, rising premiums and rigid structures have forced many to look for alternatives. Since 2020, the individual coverage health reimbursement arrangement (ICHRA) has allowed employers to lock in predictable costs and exit the group health insurance business.
With ICHRA, organizations of any size can offer a defined contribution for their employees to buy individual health insurance plans. This empowers employees to choose health coverage that fits how and when they get care.
Thanks to the flexible and personalized nature of ICHRA, coupled with cost savings and budget predictability for employers, many organizations are turning to this arrangement. The HRA Council reports that ICHRA adoption grew by 21% from 2024 to 2025, with even higher growth adoption (34%) among applicable large employers (ALEs).

Plan selection patterns
So, which plans are employees selecting? Remodel Health analyzed Ohio customer data to identify trends.
When given the freedom to choose their own coverage, Ohio employees choose the coverage that works best for their needs. Most employees selected Silver level plans (52.4%), while a large share also chose Bronze plans (31.4%), possibly to take advantage of a health savings account (HSA). About 14.3% of employees selected a Gold plan and 1.9% chose a Platinum plan, the category of plans with the highest actuarial value.
