What is the ICHRA?
An individual coverage health reimbursement arrangement (ICHRA) is a tax-advantaged benefit that allows employers to reimburse employees for individual health insurance premiums and, if they choose, other qualified medical expenses. Employers offer a fixed monthly contribution amount, and employees enroll in their preferred individual health coverage.
ICHRAs provide flexibility and budget predictability. Employers set contribution amounts up to the maximum limits they choose, ensuring they stay in control of their budget. They can also set eligibility rules and customize allowances by employee class, age, or family size. Employees then enroll in qualifying individual coverage and use their ICHRA funds to pay for premiums.
For employers, ICHRA contributions are tax-deductible and exempt from payroll taxes. Reimbursements are also free from income tax for participating employees.

Yes, an ICHRA can satisfy ACA requirements for applicable large employers (ALEs). But it must meet IRS affordability guidelines, and the employer must offer it to at least 95% of full-time employees and their dependents.
For 2026, the federal government considers coverage to be affordable if the employee’s cost for the lowest-cost silver Marketplace plan — after applying their ICHRA allowance — doesn’t exceed 9.96% of household income. Employees must also enroll in qualifying individual coverage that provides minimum essential coverage (MEC) and meets minimum value requirements.
Yes, with the right plan design. Employers must offer a limited-purpose ICHRA that limits reimbursements to premiums and eligible excepted benefits, such as dental and vision, to those with an HSA.
